Moscow: In a highly unusual demonstration of frustration, hundreds of Russians gathered in Orsk on Monday (Apr 8), calling for President Vladimir Putin’s assistance following the city’s worst-ever flooding. With chants of “shame on you” directed at local officials, citizens voiced their discontent, accusing authorities of inadequate response to the crisis.
According to a VOA report, protesters demanded compensation for the destruction caused by flooding, which submerged over 10,000 homes after a dam collapsed due to rising floodwaters.
Defying Restrictions
The protest, deemed rare by the report, challenged Russian laws that strictly prohibit unauthorized demonstrations. Standing in front of Orsk’s administrative building, demonstrators pleaded for urgent aid, rallying under the banner of “Putin, help us.”
Subsequent to the protest, the regional prosecutor of Orenburg cautioned against participating in such events, emphasizing the legal requirement for prior authorization from authorities.

Discontent Over Compensation
Reuters reported dissatisfaction among residents whose properties were damaged or destroyed by the floods, particularly regarding the compensation offered. Orenburg region governor Denis Pasler pledged compensation payments of approximately $100 for six months to affected civilians.
Residents expressed dismay that a bridge constructed in 2010 failed to protect them from the flooding, adding to their grievances.
Criminal Investigation Initiated
In response to concerns over potential violations in the construction of the dam embankment, authorities launched an investigation into the matter. Prosecutors allege improper maintenance of the dam, leading to its leakage and eventual collapse.
Estimated Damages
Damage assessments indicate losses totaling around $227 million, with over 10,400 homes flooded across various regions of Russia, including the Urals, Siberia, the Volga, and central areas.
State of Emergency
Following the dam breach, Russia declared a state of emergency in the Orenburg region near Kazakhstan. Reports also indicate an emergency declaration in the Tyumen region, a significant oil-producing area of Western Siberia.
