South Korea’s Foreign Minister Cho Tae-yul has issued a strong warning to the international community, cautioning against any move that could indirectly reward North Korea for its growing military cooperation with Russia. Speaking during a diplomatic briefing on Friday, Cho stressed that any resolution to the ongoing war in Ukraine must not include concessions or benefits for Pyongyang.
“North Korea’s deepening military ties with Russia are clear violations of international norms,” Cho said. “Such wrongdoings must not be overlooked or normalized during peace negotiations. There should be no rewards for contributing to global instability.”

The warning comes amid increasing concerns that North Korea has been supplying weapons and munitions to Moscow in exchange for economic and technological support—possibly even advanced missile or satellite technology. These exchanges, South Korean officials fear, could empower Pyongyang to further escalate tensions on the Korean Peninsula and beyond.
Cho also called on regional powers—particularly China and Japan—to do more than offer rhetorical support for sanctions. He urged them to actively enforce existing United Nations Security Council resolutions against North Korea, warning that failure to do so could embolden Pyongyang to continue trading arms in return for strategic leverage.
“There’s a real risk that North Korea could use weapons trade as a bargaining chip on the global stage,” Cho said. “We need full enforcement of sanctions, not selective compliance.”
South Korea’s message adds to growing international scrutiny over Russia’s military partnerships as the Ukraine conflict continues, while also reinforcing Seoul’s firm stance on isolating North Korea’s weapons programs through multilateral pressure.
