China’s Xi Urges Macau to Align with National Development Strategies

Xi urged Macau to adopt a more inclusive approach to attract global talent and enhance its contributions on the international stage.

Macau: Chinese President Xi Jinping has called on Macau to play a greater role on the global stage, urging the world’s largest gambling hub to embrace change, innovation, and alignment with national development strategies. Xi emphasized the importance of courage and foresight during remarks delivered ahead of the inauguration of Macau’s new government.

Addressing a gala dinner at the Macau Dome on Thursday, Xi urged the city to “keep up with the trend of the times” and to “scientifically” plan its future. He called for Macau to strengthen its connection with China’s broader strategic initiatives, including the Greater Bay Area development, which integrates Macau with neighboring Hong Kong and Guangdong province. His comments were shared via the Xinhua news agency.

New Leadership for Macau

The comments coincided with the upcoming inauguration of Sam Hou Fai, Macau’s incoming chief executive and the first leader of the special administrative region to be born in mainland China. Sam, a former judge and fluent Portuguese speaker, has pledged immediate action to diversify Macau’s economy, which heavily depends on its casino industry.

Sam’s appointment underscores Beijing’s influence in Macau. He was the sole candidate approved by a 400-member panel composed of pro-China loyalists. His track record as head of Macau’s highest court since 1999 highlights his longstanding integration into the city’s governance framework.

Xi’s Vision for Macau

Xi urged Macau to adopt a more inclusive approach to attract global talent and enhance its contributions on the international stage. He emphasized the need for the region to make better use of the “one country, two systems” framework, which has governed Macau since its return to Chinese rule on December 20, 1999.

“Be brave to change and innovate,” Xi said, while also commending Macau for its loyalty and stability under Beijing’s rule. More than half of Macau’s 700,000 residents have immigrated from mainland China in recent decades, further strengthening ties with the mainland.

Economic Diversification and Stability

Macau remains the only region in China where gambling is legal, with the casino sector contributing approximately 80% of regional tax revenue. However, Beijing has been encouraging Macau to reduce its dependence on gambling. Xi has consistently promoted “appropriate diversification and sustainable development” for Macau’s economy since taking office in 2013.

Measures such as an anti-corruption drive have already reduced revenues from Macau’s high-roller VIP gambling sector. Sam has indicated he will continue efforts to explore alternative industries, aiming to ensure Macau’s economic sustainability.

Xi’s Broader Engagement

Xi’s three-day visit to Macau marks his third trip to the region as president, commemorating 25 years of Beijing’s governance. His itinerary has included visits to universities and special economic zones. This visit stands in contrast to his last in 2019, which took place during anti-government protests in neighboring Hong Kong.
