Helsinki: In response to escalating political tensions stemming from the Ukraine conflict, Finland’s government has proposed a decisive measure aimed at curbing the influx of asylum seekers crossing its extensive border with Russia.
Rising Migration Challenges
Last year, Finland took the unprecedented step of sealing off its 1,340 km (830 mile) border with Russia in light of a notable increase in arrivals, particularly from conflict-torn regions like Syria and Somalia. This surge coincided with Finland’s alignment with Western allies through its accession to NATO, a move viewed as a direct response to Russian actions in Ukraine.
Despite vehement denials from the Kremlin regarding any orchestration of migration flows as a political tool, Finnish authorities harbor suspicions that Moscow may be leveraging migration as a means of exerting pressure on neighboring countries.
Government’s Stance
Prime Minister Petteri Orpo emphasized the paramount importance of border security and safeguarding Finnish interests during a recent news conference. He highlighted the inadequacy of current EU legislation in addressing such challenges and expressed hope for collaborative European solutions.
Orpo stated, “It is the government’s duty to ensure the security of the borders, Finland, and Finns in all situations. Unfortunately, the EU legislation does not yet provide us with effective tools to tackle the problem. I hope our work will pave the way for European-level solutions.”

Current Situation and Concerns
While the Finnish Border Guard reports a considerable decrease in migrant arrivals from Russia this year, concerns persist as warmer weather approaches. Leaders fear a potential surge in migration and remain vigilant against continued external influence.

Proposed Legislative Measures
The draft law put forth by the right-wing coalition acknowledges the necessity of upholding Finland’s international obligations while addressing the urgent need to manage migration flows. It is intended as a temporary measure, to be activated only under exceptional circumstances.
Recognizing the significance of Finland’s eastern border as the longest shared by both the EU and NATO with Russia, Helsinki seeks EU support in permitting exceptions for member states facing targeted migration aimed at destabilization.

The proposed legislation grants border authorities the authority to turn back asylum seekers from Russia, with or without the use of force, while excluding children and individuals with disabilities from such measures.
