In a resolute declaration of solidarity, French Defense Minister Sebastian Lecornu announced on Tuesday France’s unwavering commitment to bolster Ukraine’s defence capabilities amidst ongoing conflict. Emphasizing Paris’ immediate focus, Lecornu highlighted plans to equip Kyiv with cutting-edge precision-guided bombs and sophisticated artillery systems.
Addressing the media at a government presentation titled “Industrial Strengthening: Arms and Munitions,” Lecornu outlined ambitious initiatives to revamp France’s military production, significantly amplifying capacity and output. Stressing the urgency of the situation, he underscored the imperative of arming Ukraine in the face of Russian aggression, characterizing it as a pivotal component of France’s broader defensive strategy.

During the extensive briefing, which lasted nearly two hours, Lecornu disclosed France’s intention to ramp up production of AASM guided bombs, with projected manufacturing figures reaching 600 units in 2024 and doubling to 1,200 in 2025. Highlighting the remarkable precision and versatility of these munitions, he detailed their advanced guidance systems, including laser-seekers, GPS positioning, and movable control fins, which enable pinpoint accuracy in targeting.
Acknowledging the evolving dynamics of modern warfare, Lecornu underscored the necessity of adapting military technology to suit diverse operational contexts. He revealed ongoing discussions with Ukrainian military engineers to tailor French weaponry, such as the AASM bomb kit, for integration with American F-16 fighter jets recently acquired by Kyiv.
Furthermore, Lecornu announced the resumption of production for France’s potent SCALP cruise missile, a formidable asset utilized by Ukraine in successful engagements against Russian naval assets. While outlining plans for 40 missile units in 2024, he refrained from specifying allocations to Ukraine, signaling a potential enhancement of France’s own defense capabilities.
In addition to aerial munitions, France pledged substantial support in the realm of artillery, with plans to increase shell production to approximately 100,000 units in 2024. Of these, a significant portion, totaling 80,000 155mm rounds, is earmarked for Ukraine, underscoring France’s tangible commitment to reinforcing Kyiv’s military capabilities.
Notably, France affirmed its readiness to leverage constitutional powers to expedite arms production if necessary, signaling a proactive approach to meet escalating demands. Lecornu reiterated the government’s resolve to uphold national security interests, vowing to mobilize resources and streamline manufacturing processes to meet critical defense needs.
Moreover, Lecornu provided updates on the progress of France’s collaborative efforts with Denmark and Ukraine in manufacturing Caesar self-propelled howitzers, with plans to deliver 78 systems to Kyiv by the end of 2024. Additionally, he announced the donation of VAB armored personnel carriers and AMX-10 reconnaissance vehicles to Ukraine from existing French stocks, further fortifying Ukraine’s military capabilities.
France’s steadfast support for Ukraine has not gone unnoticed on the international stage, with President Emmanuel Macron’s vocal advocacy drawing attention. Despite verbal sparring with Moscow, France’s material contributions, while significant, have been overshadowed by initiatives from other European allies, notably the Czech Republic’s proactive procurement of critical artillery shells for Ukraine.
