While the Islamic State group claimed responsibility for the assault, Russian officials have suggested Ukrainian involvement, a claim vehemently denied by Kyiv. The suspects were apprehended in the Bryansk region, allegedly while preparing to cross the border.
In addition to the arrests, seven other individuals have been detained in Russia on suspicion of aiding the attackers, further underscoring the complexity of the investigation.
